Two outcomes both work.
One outcome doesn’t.

Issuers who score 8/8 move toward execution. Issuers who score 4 or below go fix the structural work first. Both are good outcomes. The bad outcome is the issuer who skips the diagnostic, picks a vendor on price, and discovers the gaps in month three.

If close
Fix the gaps first
